I often read that Israel tries hard to avoid civilian casualties, whilst Hamas tries to kill as many....?

...Israelis as possible with the rocket fire from Gaza that Israel cites most frequently as the reasons behind its many raids/bombing attacks on Gaza. Since the first of the Qam rockets fell on Israeli soil in 2002 they have killed 19 people, and in the same period Israel has killed over 7300 (less than a third of whom were confirmed as taking part in hostilities against Israel). My question is this; if the IDF try to avoid Arab civilian casualties and kill thousands of them, and Hamas try to kill as many Israeli civilians possible with rocket fire and manage an average of less than 3 a year, who is the worse shot?
